With reference to the enclosed copy of a letter from
tre Field Marshal Commanding-in-Chief, British Armies in
France, dated 1st instant, I am commanded by the Army Council
to say that under the existing Regulations soldiers who have
enlisted since the let March 1896 are not permitted to open
accounts in the Military Savings Banks.
I am to request that you will be so food as to
fumish this Department, as soon as possible, with any information as to the facilities (and security) for the eavings
of the Chinese Labour Corps serving in France, being
invested in Hong Kong, or in Wei Hai ei, for, the benefit of
the men on discharge, and for any suggestions which your Department may be able to make in the matter, from its
knowledge of local conditions in China.
